The City Secretary is appointed by and serves at the pleasure of the City Council under the direct supervision of the Mayor and reports to both the City Council and the Mayor. Duties include but are not limited to the following: preparation and dissemination of City Council meeting agendas and packets, attendance at Council meetings, transcribing and posting the minutes and meeting notices, publication of City notices, administering oaths of office, arranging elections, maintenance of City website, responding to open record requests, holding and maintaining the city seal, performing as a notary public, processing building permits and grants, maintaining records on all official business, handling all accounting duties including but not limited to software, records, AR, AP, and City budgets, all human resource duties, additional/special projects as assigned, and providing administrative support to and interacting with the Mayor, City Council, City Attorney, City Engineer, City Inspector and other professionals. The City Secretary will have regular contact with the public that requires tact, confidentiality, and diplomacy. The position is currently part time. Working hours are generally Monday thru Thursday 8:00am till 11:00am with evening meetings at least once a month and occasional weekend hours for events. Travel locally during the business day as well as out of the area for daily/overnight trainings, seminars, and conferences is required.
Qualifications include the ability to (i) interpret and explain laws and regulations, such as the Election Code, Local Government Code, Code of Ordinances, and other statutes of the State of Texas; (ii) be punctual, reliable, maintain regular attendance, and be self-motivated; (iii) identify and respond to community and City Council needs; (iv) clearly and concisely communicate in English with appropriate grammar and spelling; (v) use, and evaluate adoption of new, technology: (vi) meet deadlines; (vii) establish and maintain effective working relationships with those contacted in the course of work including City employees, vendors, contractors and other government officials, community groups, the general public and media representatives. Having a working knowledge of QuickBooks is preferred. It is necessary to have a valid Texas Driver’s License and to consent to a background check including the review of driving record, criminal convictions, and references. Physical demands of the job include moving about the office, bending, stooping, using a step-stool and step-ladder, and lifting up to 40 pounds. The City Secretary is required to maintain membership in the Texas Municipal Clerks Association, and is encouraged to join other important local government organizations that provide training and professional development.
